Amends Section 393.1640 RSMo governing utility rate discounts for economic development "growth projects" by electrical corporations in Missouri

Changes the discount structure for large customers (over 10 megawatts but less than 75 megawatts) from a variable rate over 10 years to a fixed 35% discount for 5 years, matching the structure for smaller customers (300 kilowatts to 10 megawatts)

Removes the requirement that discounted rates must exceed 120% of the utility's variable cost to serve, replacing it with a requirement to recover only the variable cost to serve

Excludes "nonqualifying facilities" from discount eligibility, defined as data centers consisting of networked buildings housing computer servers connected by fiber for redundancy and resiliency purposes

Eliminates the previous formula for calculating variable cost to serve that was based on energy/capacity market prices and operations/maintenance expenses from the most recent rate proceeding
