Missouri Division of Fire Safety must adopt "Missouri fire and life safety standards" by July 1, 2027, establishing minimum requirements for fire protection, egress, detection/alarm systems, and suppression systems for state-inspected facilities

Standards take effect January 1, 2028, and apply to new construction, major renovations affecting safety systems, ownership transfers, and substantial improvements exceeding 50% of a facility's pre-improvement market value

Facilities existing prior to August 28, 2026, are grandfathered as "lawfully nonconforming" and exempt from new standards unless triggering conditions occur

Local governments may adopt more stringent requirements but cannot apply standards less stringent than the state minimums; the standards do not create a statewide building code for occupancies not already subject to division inspection

Removes the requirement that deputy boiler inspectors have at least five years of experience in boiler construction, installation, inspection, operation, maintenance, or repair and pass an examination under section 650.250
