Missouri would join the Interstate Teacher Mobility Compact, allowing teachers with unencumbered licenses from member states to receive equivalent teaching licenses in Missouri without repeating full licensure requirements

Receiving states must grant equivalent licenses to teachers holding valid, unrestricted credentials from other member states, with special provisions for active military members and military spouses who may have encumbered licenses

Creates the Interstate Teacher Mobility Compact Commission as a joint governmental agency with one commissioner per member state to administer the compact, promulgate rules, and facilitate information exchange

The compact takes effect when enacted by 10 states and includes provisions for member states to withdraw with 6 months notice or be terminated for non-compliance by majority vote of commissioners

Member states retain authority to require state-specific requirements for license renewal, impose disciplinary measures, and share investigative and disciplinary information about teachers across state lines
