Creates a 5-member "Interscholastic Athletic Activities Appeals Board" appointed by the governor with senate consent, with 4-year terms, beginning in the 2027-28 school year

Appeals board hears cases only after the activities association's internal appeals process is exhausted, or directly if a decision is needed within 48 hours

Jurisdiction limited to three types of appeals: student transfers deemed for athletic purposes, contests and contest procedures, and decisions resulting in student disqualification from athletic activities

Appeals board decisions are final and binding on activities associations; the board may also recommend rule changes for member schools to vote on

Activities associations must present annual reports to designated House and Senate committees within the first 30 days of each legislative session
