First through fourth class counties in Missouri may adopt ordinances regulating solid waste management, including storage, collection, transportation, processing, disposal, and siting of solid waste disposal areas

County setback requirements shall not exceed 3 miles from incorporated city/town/village limits, accredited schools, churches, platted subdivisions, or public recreational areas like parks and ball fields

Setbacks shall not exceed three-quarters of one mile from any occupied dwelling used for residential purposes at least 6 months per year

Setbacks shall not exceed 200 feet from the property line of the solid waste disposal area

Setbacks adopted under this section are explicitly excluded from being classified as planning and zoning under Chapter 64
