Grants children born alive during or after an abortion all rights, privileges, and immunities available to other Missouri residents and liveborn children

Requires health care providers present at such births to exercise the same degree of professional skill and care as would be provided to any other child born at the same gestational age, and to immediately transport the child to a hospital

Failure to report violations carries penalties of up to 5 years imprisonment and/or fines of $2,500 to $10,000; knowingly killing a child born alive constitutes first degree murder

Creates civil liability for causing death of a child born alive, failing to comply with care requirements, performing unlawful abortions, or supplying means for self-induced abortions, with damages including loss of future fertility and loss of companionship

Explicitly excludes natural and spontaneous pregnancy loss before fetal viability from the definition of abortion
