Creates a two-year temporary license pathway for individuals with at least three years of work experience in occupations that require licensure in Missouri but not in the state(s) where they previously worked, with a 45-day application processing requirement

Establishes the Physician Assistant Licensure Compact, allowing PAs with qualifying licenses to practice across participating states through a "Compact Privilege" without obtaining separate state licenses, administered by a new PA Licensure Compact Commission

Enacts the Athletic Trainer Compact enabling licensed athletic trainers to practice in member states through mutual recognition of licenses, with requirements including graduation from a CAATE-accredited program and current BOC certification

Updates CPA licensure requirements by replacing "substantial equivalency" with "mobility" provisions, modifying educational pathways (bachelor's degree, bachelor's plus 30 hours, or post-baccalaureate degree with accounting concentration), and requiring two years of experience for bachelor's degree holders versus one year for those with additional education

Reduces the required years of practice for social work supervisors from five years to three years for qualified baccalaureate, master, clinical, and advanced macro supervisors
