Amends Section 130.170, RSMo to modify definitions used in Missouri campaign finance law (sections 130.170 to 130.188)

Expands when continuing committees become subject to campaign finance regulations: if they make expenditures under subsection 3 of section 130.176 or contribute to committees that have made such expenditures under section 130.716

Defines "foreign national" to include non-citizens, foreign governments, foreign political parties, and entities organized under foreign laws or with principal business operations abroad

U.S.-organized entities with majority foreign ownership are exempt from foreign national restrictions only if contributions derive entirely from U.S. operations and contribution decisions are made by U.S. citizens or lawful permanent residents

Establishes definitions for "prohibited sources" as foreign national contributions or expenditures intended to influence ballot measure elections
