Prohibits health carriers and health benefit plans in Missouri from covering human organ transplants or post-transplant care if the transplant operation is performed in the People's Republic of China

Prohibits coverage for transplants using human organs procured by sale or donation originating in the People's Republic of China

Applies to all health benefit plans including private insurance, MO HealthNet (Medicaid), and the state children's health insurance program (CHIP)

Extends the definition of "health carrier" to include the MO HealthNet division and Medicaid managed care organizations
