Prohibits automobile insurers from purchasing or obtaining vehicle driving data (GPS position, speed, braking patterns, seat belt use, etc.) from third parties without express written consent from the vehicle owner or primary driver

Requires insurers to disclose what driving data will be collected, how it will be collected, its purpose, and potential impact on premiums before obtaining consent

Prohibits insurers from selling or sharing collected driving data with third parties for non-insurance purposes, even after obtaining consent

Prohibits insurers from denying coverage, canceling policies, or increasing premiums solely because an owner refuses to provide driving data

Grants the Director of the Department of Commerce and Insurance authority to enforce violations through fines, civil penalties, or corrective actions
