Repeals section 71.014 and modifies sections 71.012 and 71.015 governing municipal annexation procedures in Missouri

Expands the definition of "contiguous and compact" for cities in counties with 400,000-500,000 or 200,000-230,000 inhabitants to allow annexation when the proposed area shares at least 25% of its perimeter with the annexing municipality

Prohibits municipalities in these specified counties from annexing unincorporated areas contiguous to any area annexed within the previous 24 months

Removes "water and sewer systems" from the list of major services cities must present in their plan of intent when seeking annexation over objection

Expands annexation election requirements to apply to all cities, towns, and villages in charter counties with 200,000+ inhabitants that adjoin a county with 900,000+ inhabitants, removing the previous "first classification" county restriction
