Creates the "Food is Medicine Act" requiring the Department of Social Services to apply for a federal Section 1115 demonstration waiver to provide nutrition services through MO HealthNet (Missouri's Medicaid program)

Targets MO HealthNet participants with nutrition-related chronic diseases, aiming to improve health outcomes and reduce the need for medical care

Covers nutrition services including case management, nutrition counseling, medically tailored groceries, medically tailored meals (home-delivered), and produce prescriptions (vouchers for farmers' markets, grocery stores, or mobile markets)

Prioritizes inclusion of community-based organizations and local growers to support purchasing locally grown food for nutrition prescriptions

Requires the Department of Social Services to promulgate rules for administration, with any rules adopted after August 28, 2025 subject to legislative review under Chapter 536
