Amends section 144.032, RSMo to add an expiration date of August 28, 2026 for the provision allowing cities, counties, and hospital districts to impose local sales taxes on domestic utilities

Affects local sales taxes on metered water services, electricity, natural/artificial/propane gas, wood, coal, and home heating oil for domestic use

Preempts and voids any existing local ordinances imposing sales taxes on these utility services enacted before August 28, 2026

Currently, cities (under sections 94.500-94.570), counties (under sections 66.600-66.635 and 67.500-67.729), and hospital districts (under section 205.205) have authority to impose these taxes by ordinance
