Allocates national convention delegates proportionally based on statewide and congressional district primary results, with state parties still conducting caucuses and conventions after the primary to choose actual delegates

Requires the state to pay all costs of the presidential preference primary, with proportional cost-sharing for political subdivisions and special districts holding elections on the same day
