Replaces percolation testing requirements with soil morphology evaluations conducted by department-registered on-site soil evaluators for determining on-site sewage disposal system standards

Creates a mandatory registration program with continuing education requirements for on-site wastewater treatment system professionals qualified to perform percolation tests, effective before January 1, 2027

Allows percolation tests to be accepted at the discretion of the administrative authority before January 1, 2027, only when a soil morphology evaluation cannot be reasonably obtained

Removes the previous $90 fee cap and eliminates the department's periodic review authority over county and city enforcement of state standards

Requires construction permits for new on-site sewage disposal systems or major modifications, with fees set at levels sufficient to cover administrative costs and deposited into the Missouri Public Health Services Fund
