Removes the $300,000 annual cap on grants provided by the Missouri Commission for the Deaf and Hard of Hearing to organizations serving deaf-blind individuals

Maintains three categories of eligible grant recipients: organizations serving deaf-blind children and families, organizations serving deaf-blind adults seeking independence, and organizations training support service providers

Grants for children's services may fund family support advocates and family education specialists to teach parents and siblings skills to support deaf-blind children

Grants remain subject to appropriations and must be awarded through a request-for-proposal process
