Increases the base user fee for recording instruments from $4 to $5, with $2 retained by the recorder for record storage, microfilming, and preservation

Doubles the allocation to the Missouri Land Survey Fund from $1 to $2 per fee collected, supporting land survey purposes under sections 60.510 to 60.670

Maintains the $1 allocation to the Secretary of State for local records preservation and the $3 fee on certain instruments for the Missouri Housing Trust Fund

Authorizes the Department of Agriculture to establish fees by rule for producing, reproducing, and selling maps, plats, reports, studies, and records

Any rules proposed or adopted after August 28, 2026 would be invalid if the General Assembly's rulemaking review powers are held unconstitutional
