Grants parents 15 enumerated rights including: choosing school type, accessing all educational and medical records, written consent before biometric scans or DNA collection, written consent before government video/voice recordings, and opting children out of data collection surveys

Requires school districts to maintain publicly accessible, searchable financial ledgers on their websites showing all transactions, updated monthly within 45 days, with 5 years of historical data retained; non-compliant districts may have state aid withheld

Removes minors' ability to independently consent to medical treatment for venereal disease and drug/substance abuse, limiting minor self-consent to pregnancy-related care only (excluding abortions)

Prohibits governmental authorities from encouraging children to withhold information from parents or withholding child health information from parents; parents may sue for violations and recover damages, injunctive relief, and attorney's fees
