Removes authority from public health officials to seek warrants for animal impoundment, limiting this power to law enforcement officials only

Requires a disposition hearing within 30 days of warrant filing and prohibits sterilization of impounded animals prior to the hearing unless necessary to save life or relieve suffering

Owners are not responsible for care costs prior to disposition hearing if the court finds no neglect or abuse and returns the animal; if neglect/abuse is found, owners may post bond within 72 hours based on fair market boarding costs

Facilities holding impounded animals are liable for negligent acts or abuse while animals are in their custody, and must bear all costs if the owner is acquitted or charges are dismissed

Intentionally euthanizing or sterilizing an animal before disposition hearing or while bond is posted is a class B misdemeanor (class A for repeat offenses), with liability for the animal's actual value
