Amends the Small Employer Health Insurance Availability Act (sections 379.930 to 379.952) by changing the minimum employee threshold for "small employer" from at least two eligible employees to at least one eligible employee

Removes the provision that counted a person, their spouse, and minor children as only one eligible employee when employed by the same small employer

Maintains the upper limit of 50 or fewer eligible employees for small employer classification

Eligible employees must work full-time with a normal work week of 30 or more hours, and may include sole proprietors, partners, and independent contractors included under the employer's health benefit plan
