Non-citizens must meet both "eligible alien" and "qualified alien" definitions under federal law to receive SNAP benefits (7 U.S.C. 2015(f) and 8 U.S.C. 1641(b)) or MO HealthNet medical assistance (42 U.S.C. 1396b(v) and 8 U.S.C. 1641(b))

Removes the age 18+ threshold for citizenship verification, requiring all applicants regardless of age to provide documentary proof of U.S. citizenship, national status, or eligible alien status when applying for state or local public benefits

Mandates use of the Systematic Alien Verification for Entitlements (SAVE) Program at application, each eligibility redetermination, and whenever citizenship/immigration status changes are reported, with immediate benefit termination if verification fails

Requires referral to the Department of Homeland Security or USDA for investigation when lawful presence cannot be verified, with benefits suspended until conclusively verified

When calculating SNAP household benefits, the full income and financial resources of any ineligible non-citizen household member must be counted without proration or exclusion under 7 C.F.R. 273.11(c)(3)
