Expands Missouri's no-call database protections to include business subscribers in addition to residential subscribers, allowing businesses to register their phone numbers to block unwanted telephone solicitations

Defines and prohibits "call spoofing" — knowingly transmitting misleading or inaccurate caller identification information with intent to defraud, cause harm, harass, or wrongfully obtain anything of value

Requires voice service providers to implement STIR/SHAKEN authentication protocol or comparable technology to verify caller identification by August 28, 2027

Establishes penalties for voice service providers that fail to comply: $25,000 for first offense, $50,000 for second offense, and $75,000 for third or subsequent offenses

Creates private right of action for call recipients to recover actual damages plus punitive damages up to $5,000 per call when callers use false caller identification information
