Removes the $7 million minimum threshold for noncivil works design-build projects (buildings, site improvements, structures designed by architects), allowing political subdivisions to use design-build for projects of any size

Establishes a new "progressive design-build" contract option using a two-stage qualification-based selection process, where construction pricing is negotiated collaboratively during a preconstruction phase rather than bid upfront

Reduces the maximum number of short-listed design-builders from five to three in both design-build and progressive design-build selection processes

Changes requirement for design criteria consultants from mandatory ("shall") to optional ("may") for political subdivisions using these project delivery methods

Extends existing payment bond, licensing, and railroad consultation requirements to cover progressive design-build projects in addition to traditional design-build projects
