Requires candidates to file between the 15th and 11th Tuesday prior to the primary, along with either a $5,000 filing fee paid to the party or a petition signed by at least 5,000 registered voters

Allows voters to receive the ballot of one established political party of their choice, with an "uncommitted" option included on each party's ballot

Extends the in-person absentee voting period from the second Tuesday to the third Tuesday before the election

State pays primary costs, with proportional cost-sharing when political subdivisions hold elections on the same day; state must assist counties with more than 500 polling places in securing poll workers and equipment
