Non-citizens are ineligible for SNAP benefits unless they meet federal definitions of "eligible alien" under 7 U.S.C. 2015(f) and "qualified alien" under 8 U.S.C. 1641(b)

All public benefit applicants must provide documentary proof of U.S. citizenship, national status, or eligible alien status; the previous exemption for applicants 18 and older is removed, applying requirements to all ages

Agencies must verify immigration status through the Systematic Alien Verification for Entitlements (SAVE) Program at application, each eligibility redetermination, and whenever circumstances change; unverifiable cases must be referred to DHS or USDA

When calculating SNAP household benefits, the full income and financial resources of any ineligible non-citizen household member must be counted without proration or exclusion

The Department of Social Services must request a federal waiver to operate SNAP in a manner that prioritizes healthy foods, discourages high-sugar and ultra-processed foods, and supports Missouri agriculture
