Establishes the Missouri Critical Minerals Task Force within the Department of Natural Resources, composed of 8 members including state agency directors, legislators, and industry experts serving 2-year terms, with annual reports to the General Assembly beginning December 1, 2027

Creates the Missouri Critical Minerals Development and Security Program within the Department of Economic Development to administer grants for geological mapping, feasibility studies, workforce development, and advanced mining technology

Authorizes performance-based incentives for construction of critical mineral processing facilities, advanced manufacturing deployment, technology upgrades, and workforce training tied to Missouri institutions

Establishes a dedicated state treasury fund for program administration and includes a 5-year sunset provision requiring legislative reauthorization
