Prohibits businesses from knowingly employing unauthorized aliens in Missouri and requires businesses seeking state contracts over $5,000, grants, or tax credits to provide sworn affidavits confirming enrollment in a federal work authorization program

Expands general contractor and subcontractor liability for violations by direct subcontractors if the contractor "knows or should have known" of the violation, replacing the previous affidavit-based safe harbor provision

Grants the attorney general broad investigative powers under sections 407.040 to 407.090 and authority to seek injunctions and monetary damages equal to twice the wages paid to unauthorized alien workers

Allows courts to award penalties and directs municipal or county governing bodies to suspend business licenses, permits, or exemptions for employers found to have knowingly hired unauthorized aliens

Repeals existing provisions including the complaint-based enforcement process, the attorney general's violation database requirement, and the "sanctuary policy" penalty for municipalities that fail to act on violations
