Allows property owners to cancel contracts at any time before closing without penalty if required disclosures are not provided, with earnest money returned within 30 days

Violations constitute an unlawful practice under the Missouri Merchandising Practices Act, with enforcement authority granted to the attorney general and private action rights for affected property owners
