Prohibits cash payments for all scrap metal purchases and requires payment by prenumbered check or electronic funds transfer, with sellers required to provide photo ID, vehicle license plate number, photo of property, and an affidavit of ownership

Creates a "no-buy list" of persons known for theft or receiving stolen property that the department will maintain and distribute to licensed dealers, who are prohibited from purchasing from anyone on the list

Establishes penalties including Class A or B misdemeanors, fines of $5,000-$10,000 for purchasing stolen regulated metal, and license revocation for third offenses or violations of recordkeeping and reporting requirements
