Creates "Sophie's Law" establishing the new offense of "grooming of a minor" for adults 18+ who engage in a pattern of conduct with sexual intent toward minors 17 or under, classified as a class B felony or class A felony if sexual conduct occurs, with a mandatory minimum 5-year sentence before parole eligibility

Increases penalties for nonconsensual dissemination of private sexual images ("revenge porn") from class D to class C felony when the victim is a minor or vulnerable person, and removes the requirement that victims be at least 18 years old

Enhances penalties for threatening nonconsensual dissemination of private sexual images from class E to class D felony, with escalating penalties up to class A felony for repeat offenses, cases involving minors/vulnerable persons, or when threats cause serious injury or death

Requires mandatory restitution for victims of grooming and nonconsensual image dissemination offenses to cover rehabilitation, lost income, educational disruption, relocation costs, and image removal expenses

Adds grooming of a minor, nonconsensual dissemination of private sexual images, and threatening nonconsensual dissemination to the list of offenses requiring sex offender registration, and adds a $500-$5,000 court judgment payable to the Crime Victims' Compensation Fund for these offenses
