Creates "Calvin's Law" (Section 302.023) prohibiting children under 10 years of age from riding as passengers on motorcycles or motortricycles unless the vehicle has a proper passenger seat and the child can place both feet on passenger foot pegs

Requires all passengers under 10 years of age to wear protective headgear meeting state standards while riding on motorcycles or motortricycles

Allows law enforcement to stop, inspect, or detain a person solely to determine compliance with child passenger requirements, unlike general helmet law violations

Increases the fine for helmet violations involving child passengers under 10 from $25 to up to $100
