Proposed administrative rules with fiscal impact exceeding $250,000 per year (on public funds, political subdivisions, individuals, or businesses) must be filed with the Joint Committee on Administrative Rules and cannot take effect until at least 30 days after committee receipt

High-impact proposed rules cannot become effective until the General Assembly adopts a concurrent resolution approving them, which must then be signed by the governor or survive a veto override

State agencies are prohibited from filing any notice of proposed rulemaking with the Secretary of State without first obtaining written approval from the governor

Rules adopted pursuant to section 536.025 or required for federal law compliance or federal funding are exempt from these requirements

Any proposed rule not made in accordance with these provisions shall be null, void, and unenforceable
