Prohibits health carriers and health benefit plans from imposing time limits on payment for anesthesia services provided during medical or surgical procedures

Prohibits health carriers from restricting or excluding anesthesia time when calculating payment for anesthesia services

Requires payment calculations to use prevailing medical coding standards (CPT codes, Medicare Claims Processing Manual, American Society of Anesthesiologists guidance) with anesthesia time units not exceeding 15-minute intervals

Applies to private health plans, MO HealthNet (Medicaid), children's health insurance program (CHIP), Missouri consolidated health care plan, Medicaid managed care organizations, and excepted benefit plans

Includes an emergency clause for immediate effect upon passage to protect healthcare providers' ability to deliver medically necessary services
