Repeals sections 620.511, 620.512, and 620.513 RSMo and re-enacts them as sections 173.2570-173.2573, transferring the Missouri Workforce Development Board from the Department of Economic Development to the Department of Higher Education and Workforce Development

Establishes criteria for the governor to approve eligible workforce training programs for participation in the federal Workforce Pell Grant Program, requiring programs to prepare students for high-skill, high-wage, and in-demand industry sectors or occupations

Requires the Coordinating Board for Higher Education to establish a process for institutions to apply for workforce Pell grant approval and appeal denials

Mandates eligible workforce training programs provide verifiable data on program outcomes including completion rates, job placement rates, and earnings of program completers

Maintains the Missouri Workforce Development Board structure with 4-year gubernatorial appointments requiring senate confirmation, quarterly meetings, and compliance with federal Workforce Innovation and Opportunity Act (WIOA) requirements
