Missouri National Guard members called to active state duty for more than 30 consecutive days receive Servicemembers Civil Relief Act protections, minimum pay equivalent to E5 grade with maximum longevity, and monthly TRICARE premium allowances.

Creates the "Cybersecurity Mission Act" allowing the National Guard to provide cybersecurity assistance to state and local governments, utilities, and critical infrastructure, with a new Missouri National Guard Cybersecurity Revolving Fund to cover expenses.

Establishes the "MO GIVES" program providing up to 45 days of state active duty orders and compensation for National Guard members undergoing living organ donation procedures.

Creates three new veteran recognition programs awarding medallions, medals, and certificates for Operation Iraqi Freedom/New Dawn (2003-2011), Operation Enduring Freedom/Freedom's Sentinel/Allies Refuge (2001-2021), and Operation Desert Shield/Storm (1990-1991).

Modifies National Guard educational assistance by removing GI Bill benefits from the calculation of tuition and fee waivers, and authorizes the adjutant general to present counterdrug program, homeland response force, and engineer explosive ordnance clearance agent ribbons.
