Mandates plans file risk-based capital (RBC) reports with the director in compliance with section 375.1252 as applicable to health organizations

Changes surplus account requirements from three times average monthly premium to the greater of $600,000 or two times the authorized control level risk-based capital

Removes the previous surplus calculation method for plans without one full year of experience (three times estimated monthly premium)
