Limits individual grants to $100 million maximum, covering expenses such as site planning, engineering design, NRC licensing fees, environmental assessments, and construction activities

Removes prohibitions on nuclear electric generation facility construction in Missouri, provided federal licensing requirements are met and state emergency preparedness is in good standing

Requires grant recipients to dedicate net proceeds from natural gas electricity sales toward pre-commissioning costs of the advanced nuclear reactor until it becomes operational
