Creates the "Caller ID Anti-Spoofing Act" requiring voice service providers to implement STIR/SHAKEN authentication protocol by August 28, 2027 to verify and authenticate caller identification

Establishes escalating fines for voice service providers who knowingly fail to comply: $25,000 for first offense, $50,000 for second offense, and $75,000 for third or subsequent offenses

Allows call recipients to recover actual and punitive damages up to $5,000 per call against callers who use false caller identification information, with class action suits permitted
