Renames Missouri's existing student religious liberties law to the "SPEAKS Act" and expands protections from religious expression only to include political and ideological viewpoints in public K-12 schools

Prohibits public school districts from discriminating against students based on religious, political, or ideological viewpoints expressed in homework, artwork, oral assignments, clothing, accessories, or jewelry

Allows students to organize prayer groups, political clubs, or ideological gatherings before, during, and after school with equal access to facilities as other noncurricular groups

Protects student clubs from discrimination based on viewpoints or requirements that members affirm the organization's beliefs, standards of conduct, or mission

Creates a private cause of action with a two-year statute of limitations, minimum $5,000 award for prevailing parties, plus attorney's fees and costs; waives state immunity for federal court claims
