Amends Missouri RSMo Section 1.205 to add new language declaring unborn children at every stage of development are entitled to Fifth and Fourteenth Amendment constitutional protections

Retains existing state findings that life begins at conception and that unborn children and their natural parents have protectable interests in life, health, and well-being

Continues requirement (effective since January 1, 1988) that Missouri laws be interpreted to grant unborn children all rights, privileges, and immunities available to other state residents

Defines "unborn child" as offspring of human beings from conception until birth at every stage of biological development

Explicitly excludes creation of any cause of action against pregnant women for failing to properly care for themselves or follow prenatal care programs
