Repeals Section 313.660, RSMo, which currently prohibits individuals from accepting or delivering anything of value for off-track pari-mutuel wagering on horse racing for a fee

Eliminates the Class D felony penalty for conducting off-track horse racing wagers outside licensed race track enclosures

Removes restrictions that prevented transmitting or delivering wagers to pari-mutuel pools from locations outside licensed horse racing facilities
