Extends sunset dates from 2028 to 2033 for multiple agricultural and energy tax credit programs, including wood energy producer credits ($6 million annual cap), meat processing facility investment credits ($2 million annual cap, 25% of expenses up to $75,000/year), higher ethanol blend credits (5 cents/gallon, $5 million annual cap), biodiesel blend credits (2-5 cents/gallon, $16 million annual cap), biodiesel producer credits (2 cents/gallon, $5.5 million annual cap), urban farm credits (50% of expenses up to $5,000, $200,000 annual cap), and specialty agricultural crops loan program credits ($300,000 annual cap)

Creates new Short Line Railroad Modernization and Expansion Tax Credit beginning January 1, 2027, providing 50% credit for qualified railroad track expenditures (capped at $4.5 million/year) and new rail infrastructure expenditures (capped at $5 million/year), with credits transferable and carrying forward up to 5 years

Extends the freight line company rolling stock tax credit program from August 28, 2028 to August 28, 2033, allowing credits equal to eligible expenses for manufacturing, maintaining, or improving qualified rolling stock in Missouri

Modifies biodiesel blend definition to include both on-road and off-road diesel-fueled vehicle use, and adds taxpayer protection provision stating taxpayers denied credits due to lack of available funds shall not be liable for penalties or interest if balance is paid within 60 days of denial notice

Extends the Family Farm Breeding Livestock Loan Program (sections 348.430-348.436) from December 31, 2028 to December 31, 2033
