Each Missouri public institution of higher education must designate a homeless and foster student liaison within its financial aid office to assist current and prospective students with federal and state financial aid applications

The Department of Higher Education and Workforce Development must create and maintain a publicly accessible, searchable directory of all designated liaisons, updated annually

Institutions may grant in-state resident tuition status to students 19 or younger who have been homeless at any time during the two years before enrollment, regardless of how long they have lived in Missouri

Institutions offering student housing may develop plans giving homeless and foster youth first priority for housing placement, including access to facilities that remain open during breaks between academic terms

"Foster youth" is defined as individuals in state custody for at least 6 of the 72 months before turning 18; "homeless youth" includes those under 25 verified as homeless within 6 years of enrollment by designated agencies or officials
