Establishes a liaison for postsecondary education for homeless pupils within the Missouri Department of Higher Education and Workforce Development, appointed by the governor for a four-year term

Creates the "Liaison for Postsecondary Education for Homeless Pupils Fund" in the state treasury to receive appropriations, gifts, and donations, with funds not reverting to general revenue at the end of the biennium

Requires the liaison to conduct annual analyses of homeless pupils' needs, develop a database tracking graduation and retention rates, and create a college and career readiness model

Mandates collaboration with high schools, financial aid offices, student support services, and campus housing to identify and connect homeless students with resources including food banks, clothing banks, and mentoring programs

Requires the liaison to establish housing plans for homeless pupils when campus housing is unavailable and maintain a publicly searchable directory of each institution's designated homeless and foster student liaison
