Creates "aggravated endangerment of a pedestrian in a hospital zone" offense (12 points) when violations result in pedestrian injury (up to $5,000 fine) or death (up to $10,000 fine), with license revocation

Department of Revenue must revoke licenses of drivers whose negligent acts contributed to striking a pedestrian in a hospital zone; drivers may seek reinstatement by retaking the driving exam or petitioning for a court hearing
