Dissolves all state solid waste management districts effective August 28, 2026, requiring districts to submit final financial audits, remit leftover funds to the solid waste management fund, and provide lists of open grants by December 31, 2026

Increases the solid waste disposal fee from $1.00 to $2.50 per ton for both sanitary landfills and demolition landfills, effective October 1, 2027, with annual Consumer Price Index adjustments beginning October 1, 2029

Allocates $5 million annually from the solid waste management fund to the Department of Natural Resources for assessing, investigating, testing, remediating, and managing abandoned solid waste disposal areas

Transfers grant administration from dissolved solid waste management districts to the Department of Natural Resources, which will award grants based on applications with priority given to organizations employing individuals with disabilities and proposals promoting recycling and waste reduction

Adds definitions for "advanced recycling," "advanced recycling facility," and related terms to classify certain plastic-to-feedstock conversion processes as manufacturing rather than solid waste disposal
