Limits THC content to 10 milligrams per serving in hemp beverages, with multi-serving containers ranging from 375 milliliters to 1.75 liters and single-serving containers from 50 milliliters to 19.2 ounces

Imposes a 7% excise tax on retail sales of hemp beverage products, in addition to existing federal, state, and local taxes

Prohibits hemp beverage licensees from holding marijuana facility licenses, requires product testing by ISO 17025-accredited laboratories, and mandates child-resistant packaging with warnings about pregnancy, impairment, and FDA non-approval
