Removes the prohibition on voting for persons on probation or parole after a felony conviction in Missouri

Persons would regain voting rights immediately upon release from imprisonment, rather than waiting until final discharge from probation or parole

Retains existing restrictions: persons confined under a sentence of imprisonment cannot vote, and persons convicted of felonies or misdemeanors connected with the right of suffrage remain permanently barred

Amends Section 115.133, RSMo, governing voter qualifications and registration eligibility
