Cities with populations between 71,000 and 79,000 that own and operate an airport outside their boundaries may annex that airport regardless of whether it is contiguous and compact to existing city limits.

Repeals and replaces section 71.012, RSMo, which governs voluntary annexation procedures for cities, towns, and villages in Missouri.

Maintains existing requirements that annexed areas generally must be contiguous and compact to existing municipal boundaries, with exceptions for intervening highways or railroad rights-of-way.

Preserves the public hearing process requiring notice 14-60 days after receiving an annexation petition, with publication at least 7 days before the hearing.

Retains the 5-year statute of limitations for any legal action seeking to challenge or reverse an annexation completed under this section.
