Eliminates the requirement that the governor select bi-state development agency commissioners from panels of three nominees submitted by the mayor of St. Louis City and the county executive of St. Louis County

Removes the alternating nomination system where the mayor and county executive took turns submitting nominee panels for the fifth commissioner position

Removes the requirement that nominee panels adhere to diversity provisions outlined in section 213.020

Grants the governor direct authority to appoint new commissioners to fill any vacancy under section 70.380, without local nomination requirements
